Job Description:

The Oregon Health Authority (OHA), Public Health Division (PHD) is recruiting for a Healthy Waters Natural Resource Specialist to support the State of Oregon’s Healthy Waters unit as the program’s lead technical resource on water-related health hazards. The primary purpose of this position is to evaluate and report on human health risks from exposure to environmental contaminants including, but not limited to, those found in domestic well water, recreational waters (fresh and marine), as well as recycled/reused water and fish tissue. This position’s work supports OHA’s domestic well safety program, beach water quality advisories, fish consumption advisories, harmful algal bloom advisories, water plan reuse review, and other state programs related to waterborne health risks.

The work includes developing and maintaining surveillance systems to detect hazards to human health, using data to make determinations about public health interventions and other courses of action, preparing and presenting risk communication messages and public health advisories to potentially affected individuals and communities, representing OHA for media requests, and making recommendations to inter-agency advisory committees.

The Healthy Waters NRS4 also provides technical assistance and methodological expertise in collaboration with partner organizations regarding data collection on environmental hazards, environmental exposures to microbial pathogens or toxins, and health effects.

What you will do!

• Develop program strategy, review, and inform project work completed by other program staff for Oregon Beach Monitoring, Fish Consumption, Harmful Algae Blooms, and Domestic Well Safety Program.

• Prepare or review draft interagency MOUs and agreements.

• Advise management and other staff on scope and compliance for contracts supporting domestic well laboratory testing and treatment system installation.

• Provide and interpret water quality and environmental data reports for groundwater management, cyanobacteria and toxins, and fish contaminant levels.

• Provide support to toxicologist on fish consumption calculations and develop technical memos as necessary when fish consumption advisories are issued.

• Coordinate technical aspects of program protocols and public health advisories including, but not limited to, fish consumption advisories and harmful algae bloom (HAB) advisories.

• Research literature for new data and information on HABs and emerging potential human and animal health risks from exposure.

• Participate in EPH section and center-wide activities to mutually further the mission and goals of the program, section and office; receive general calls from the public on a rotational basis (Tox Call); and performs other activities as assigned.

Minimum Qualifications

Three years of experience in water-related health hazards (specifically domestic wells, health-related hazards attributed to recreational use, HABs, and fish consumption, or any combination of the above). At least one year of the experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities;

AND
A Bachelor’s degree in Environmental Science, Environmental Public Health, or similar degrees, or three additional years of related (pertinent) experience.
OR

A Master’s degree in Public Health with an environmental focus will substitute for up to one year of the required experience.
OR

A Doctorate degree in Environmental Public Health will substitute for up to two years of the required experience.

Desired Attributes

As part of our Claims team, you’ll work with adjusters, lawyers, and return-to-work consultants to evaluate an injured worker’s eligibility for vocational benefits.   • Evaluate exposure for vocational services to provide guidance to business partners on the potential eligibility and cost of vocational services.  Ensure vocational services are provided to eligible injured workers. 
  • Establish vocational reserves and manage the payment of vocational benefits.
  • Utilize and coordinate resources and tools to ensure effective vocational claims management.
  • Actively promote return-to-work (RTW) programs as a strategy for proactive management and as a way to achieve the best outcome for injured workers.   
  • Coordinate and manage disputes and RTW plan development conferences with the Oregon Department of Consumer and Business Services.
  • Prepare and maintain data in claims tracking system, ensuring compliance with corporate policies and workers’ compensation statutes and administrative rules.
  • Support the negotiation and settlement of claims and expedite the resolution of litigation.
  • Provide technical support for vocational issues to claims adjusters, claims supervisors, and other internal and external customers to support the management of claims.
  • Participate in on-going training opportunities to maintain current vocational rehabilitation counselor certification.

Position Summary: Environmental Health and Safety’s mission is to foster a safe and healthful environment for the OSU community. EH&S’ goal is to partner with the OSU community to protect human health and the environment, ensure regulatory compliance, and to preserve University interests and assets. This position will assist departments in occupational safety & health assessments for office, field, shop, construction, agricultural, and non-laboratory and laboratory areas; perform regular incident/accident follow-ups; provide respirator and hearing protection fit testing and training; perform ergonomic evaluations and help advise departments on issues of environmental health and safety, and respond to campus emergencies upon request of their supervisor.

Position Duties:

(55%) DEPARTMENT SAFETY ADVISOR and EH&S ASSESSMENTS: Assist departments in implementing the OSU Safety Management Program and other occupational health and safety programs. Assistance includes, but is not limited to, performing assessments, assessing hazards, investigating reports of unsafe conditions, conducting safety training, and developing safety documents and resources. Frequent visits to shop, construction, and agricultural settings where occupational hazards and/or chemicals are stored and used will be required. Administrative responsibilities include, but are not limited to, understanding, interpreting, and applying regulatory codes, writing procedures, creating and presenting training materials, utilizing construction standards, standard operating procedures, and policies and practices set forth for Environmental Health & Safety.

(20%) INCIDENT/ACCIDENT FOLLOWUP: Perform incident/accident follow-up investigations utilizing accident data from OSU Worker’s Compensation and SAIF. Meet with supervisors, injured persons, and witnesses as necessary to perform follow-ups and make written recommendations for corrective action. Maintain records of accident circumstances, photographs, notes, and documentation of follow-up recommendations/corrective actions.

(15%) RESPIRATOR and HEARING PROTECTION FIT TESTING: Coordinate respirator fit testing and hearing protection training as required or requested by the OSU community. Maintain testing records and testing equipment. Input of testing records into the EH&S management information system. Coordinate testing with Occupational Medicine as required.

(5%) ERGONOMICS: Coordinate the ergonomics program and respond to customer requests for ergonomic consultations and other resources. Utilize SAIF’s ErgoPoint software database, perform in-person ergonomic assessments, and provide follow-up as needed or requested. What you will do

In this role you will have oversight and accountability for the Environmental, Health and Safety (EHS) operations at a single plant and may assist in some EHS activities at other sites, as needed. The Oregon Institute of Occupational Health Sciences is an independent research institute within OHSU that is dedicated to health and safety in the workplace. The Institute receives its base funding from the Oregon Workers’ Compensation Fund and leverages this base funding to secure federal government grants in basic, clinical, and applied research. The Institute performs biomedical/occupational research and innovation for a healthy workforce, to improve workers’ lives across the nation, particularly in Oregon.

The student will be working with the Oregon Fatality Assessment and Control Evaluation Program, which conducts surveillance, investigation, and assessment of occupational fatalities in Oregon and produces safety materials to promote worker safety. OR-FACE investigations of fatal occupational incidents assess risk factors that include the working environment, the worker, activity, tools, energy exchange and role of management. 

Function/Duties of Position

  • Assisting with administrative outreach activities (e.g., website, social media, mailings)
  • Conducting data entry, coding, and analysis

Required Qualifications

  • Enrolled in or on vacation from or is otherwise registered in an undergraduate program (minimum 6 credit hours)
  • Student currently working on a Bachelor’s degree in a relevant field
  • Proficiency with computers running Windows and PC applications (e.g., MS Excel, Word and PowerPoint)
  • Excellent communication skills; ability to express and document ideas clearly and concisely in written communications;
  • Excellent organizational abilities
  • Ability to work independently and as part of a team
  • Ability to establish/maintain effective working relationships with a range of individuals from institutions and organizations
  • Attention to detail
  • Ability to think critically and creatively

Preferred Qualifications

  • Experience with additional computer software (Adobe Suite, Common Spot, Tableau ,etc.) is highly desirable
  • Work experience and/or coursework in public/ occupational health and/or research is desirable
  • A solution-oriented approach to issues
  • Excellent record of time management and setting appropriate priorities

Additional Details

Computer work, standing and sitting while using a computer. The position is remote, but occasional in-person team meetings will be preferred for local candidates.
