Job Summary

This is a full time position with the Environmental Health Program working primarily in the areas of retail food protection, safe drinking water, and VECTOR control. Responsibilities may also include communicable disease control, community outreach and education, consultation with individuals, groups and organizations, and investigation and enforcement of environmental complaints and regulations. Considerable knowledge of the principles and practices of environmental health; knowledge of the laws and administrative rules governing the environmental health programs of the State; ability to make thorough investigations, compile data, and present clear, concise reports; ability to promote awareness of, and participation toward the correction of public health problems among the general public; ability to plan and organize work effectively; knowledge of the methods and equipment used by the industries and any other phase of the social structure in which the program is concerned.

Minimum Qualifications

Environmental Health Specialist 1:

A bachelor’s degree and at least 45 quarter hours, or the equivalent semester hours, in science courses relating to environmental sanitation from an accredited college or university, or equivalent experience and training as determined by the Environmental Health Registration Board. Proof of registration with the Oregon Health Licensing Office as an Environmental Health Specialist Trainee within 60 days of employment. Additional coursework in soil science is preferred. 

Environmental Health Specialist 2:

Current registration as an Oregon Environmental Health Specialist or Registered Environmental Health in another state eligible for reciprocity as determined by the Oregon Environmental Health Registration Board. A bachelor’s degree and at least 45 quarter hours, or the equivalent semester hours, in science courses relating to environmental sanitation from an accredited college or university, or equivalent experience and training as determined by the Environmental Health Registration Board. Two years’ experience in environmental health work A valid Oregon driver’s license is required. Additional coursework in soil science is preferred.This is a non-supervisory position.  Lead work and coordination of work of others is not a typical function assigned to this position. Responsibilities:

  • Learn and apply consulting strategies on a variety of occupational safety and health issues, focusing on enhancing the health and well-being of Oregon workers.
  • Assist safety and health staff with onsite consultations and analyses of a variety of policyholders’ work environments. Assess exposure to a variety of physical, chemical, biological, and ergonomic hazards, using occupational health regulations, standards, and best practices to reduce and/or eliminate safety and health risks.
  • Evaluate and document observations, analysis findings, and recommendations. Author technical reports and correspondence for policyholders; submit for internal quality review.
  • Research, analyze, and summarize occupational safety and health issues and trends using a variety of data sources and systems. Develop recommendations to improve outcomes.
  • Work with SAIF staff as needed to review, update, or create safety and health resources, web content, or training for our customers.
  • Learn about the collaboration between safety and health and workers’ compensation insurance in Oregon. Learn about stakeholders and business partners.

GENERAL PURPOSE:

  • Leads one of the core program areas in the Office of Environmental Affairs & Land Use.
  • Collaborates with peers to integrate and align Environmental Permitting, Land Use Planning, and Ecosystem program staff with Sound Transit capital project development and delivery teams as appropriate.
  • Coaches, trains, and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division and all related staff; provides advice and counsel to staff; develops developmental work plans for staff; implements or recommends corrective actions, discipline, and termination procedures as appropriate/necessary.

  • Oversees emergent situations; responds to and investigates reports from community members, affected property owners, agencies, regulators, inspectors, and businesses; recommends and approves corrective action; responds to and resolves difficult environmental issues; and briefs management on sensitive issues and prepares strategies to resolve them.
  • Assists in overseeing performance and evaluates work carried out by staff, contractors, and consultants for compliance with Agency, departmental, and project objectives.
  • Plans, directs, coordinates, and reviews the work of assigned staff as applicable; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
