OUTREACH & ENGAGEMENT COLLOQUIUM
This year’s Outreach and Engagement Colloquium is about exploring and recognizing diverse pathways to community engagement and engaged scholarship. It’s the future of land-grant universities, and it’s an important conversation for Oregon State University. Engagement with communities and partners across the state is what distinguishes OSU from all other Oregon universities. Aspects of that conversation start to take shape on April 12, beginning by recognizing colleagues across the university and throughout Oregon. UPDATE ON CL@SE FROM CINDY SAGERS

This month I made the decision to reorganize operations of Oregon State University’s Center for Latino Studies and Engagement – CL@SE. This reorganization will include an assessment of how to build sufficient funding to sustainably support CL@SE’s mission and operations, and how best to advance its research and engagement agenda.  CL@SE remains a priority of the University, the Research Office, Oregon State’s Division of Outreach and Engagement working with colleges and departments throughout Oregon State. Over the next weeks, I will meet with OSU colleagues and members of Oregon’s Latino community to discuss leadership and strategic initiatives of CL@SE. Our challenge will be to devise a plan that advances the mission of CL@SE and its reputation for research and engagement of Latino culture. Please don’t hesitate to let me know if you have questions/concerns or receive inquiries from colleagues. I will keep you updated on our progress!

A firefighting module from the Motorboat Operator Training Course in Astoria last week. The 23 students included OSU Dept. of Fisheries and Wildlife, CEOAS, and Ocean Observing Initiative. Other students were from ODFW, USGS, and NOAA. Kevin Buch’s OSU Small Boat Program was part of the instructional team.

LEADERSHIP CHANGE IN CENTRAL HR

Dave Blake, Assistant Vice President and Chief Human Resources Officer, voluntarily resigned from his position to seek other opportunities outside the State of Oregon. His resignation is effective March 18th, 2016 and we wish him and his family well and thank him for his time at Oregon State University. At this time, Donna Chastain will continue to serve as the Acting Chief Human Resources Officer, reporting to Mike Green, Interim Vice President for Finance, and the Public Safety, Facilities Services, and Risk Management departments will continue to report to Ron Adams, Interim Vice President for Administration.

ACCELERATOR CALL TO ACTION- CIVIL WAR!

Rick Turoczy (and accelerator guru) is taking an open source approach to creating best practices for Accelerators – and he’s willing to come teach us about it face-to-face if we get 100 people from Corvallis to say they want him here before UO/Eugene does. This event would be hosted by the OSU Advantage Accelerator and presented by Rick. More importantly, OSU would be featured in the cookbook he’s building as a sort of ‘case study’. RO BUDGET HOUSEKEEPING FRIENDLY REMINDERS

Hosting Groups and Official Guests: Allowable expenditures for hosting groups and official guests.
• Meal and refreshment costs should be reasonable for the occasion. Approved OSU travel per diem rates ($14.25 breakfast or lunch, $28.50 dinner) are used to check for the reasonableness standard. Keep in mind the 15% allowable gratuity is included in the per diem rate. Meal expenses significantly exceeding the OSU per-diem rates require documentation explaining the reason for the excess and the approval of the department head. Refreshments or Meals at Unit Functions:
• Refreshments, meals, or affiliated supplies (ie paper plates, cups, etc.) at unit functions. These can be paid with university funds when the activity meets one of the following criteria:
1. Training or workshop lasting at least two hours
2. Unit staff retreat with written agenda and held away from the normal work location and in a private room
3. Employee working meal with required attendance and business conducted during the meal period (as documented in meeting agenda); location is not at a restaurant, unless in a private room
4. Employee meal provided at worksite during an overtime period, two or more hours beyond the end of employee’s work shift, when duties prevent the employee from taking a meal break (must be clearly documented)
5. University funds cannot be used to pay for employee meals or refreshments for regularly scheduled unit meetings

Oregon’s New Sick Leave Laws:
• In late December, the Bureau of Labor and Industries (BOLI) issued the rules governing how employers are to implement Oregon’s new “Mandatory” Sick Time law (OAR 839-007-0000). Under the new law, Students and Temporary Employees will accrue sick leave and record usage in EmpCenter.:
a. Sick Leave will accrue at the rate of 1 hour for every 30 hours worked after January 1, 2016.
b. Federal Work Study positions are excluded from the accrual.
c. EmpCenter will automatically accrue SL for every 30 hours worked.
d. Sick leave can be used immediately after it is earned for employees employed for at least 90 calendar days; new employees can use sick leave on the 91st day of employment.
e. Sick leave MUST be used in 1 hour increments.
f. Sick leave can be entered directly on the timesheet or pre-authorized by using the My Time Off request in EmpCenter.
g. Accrual is capped at 40 hours each fiscal year (July 1st-June 30th).
h. Employees can carry over 40 hours each fiscal year.
i. Usage is capped at 40 hours each fiscal year.

Also note that support for Macs for these applications is not complete. For example: According to CN, “OneDrive apps have spotty support for Mac OS (OneDrive is the file storage/sharing component of Office 365). The longer term plan is to implement the Box service for cloud storage. Box integrates with Office 365 and will replace OneDrive. The Box implementation is not due to happen until Fall 2016.”
CN also has stated: “Please be aware that when a person’s account goes away, their OneDrive content can be lost and it is not easy to reassign it to another user. That is one of the issues we hope to solve with Box.” This is the same issue we have with the OSU Google Apps.
Here are some more details from CN:
Reasons customers may want to use Office 365:
• To license 5 free installations of Office Pro Plus on their personal devices.
• To edit documents on mobile platforms.
• To sync OneNote across multiple devices.
• To access the Office Online apps.
Q: What about SharePoint Online?
A: At this time, the SharePoint Online tool is not in the portfolio of IS services. Customers may use it if they feel comfortable doing so, but we are not recommending it.
Q: Is Office 365 another version of Office?
A: No. Office 365 is a suite of tools that includes Office Online, Office Pro Plus licensing, SharePoint Online and OneDrive.
Q: What about the Microsoft Home Use Program?
A: The program is still available, but in most cases people will be licensed for Office 365 and can get their 5 free downloads there instead.

Heidi Hammond, from the University Administrative Business Center, will join OSRAA on March 14. Heidi has been part of the accounting staff for OSU business centers since 2011. Prior to that, she worked in various customer service- and team-focused roles, including bookkeeping, lead work, data analyzing, and product usage forecasting. She has a Business degree from OSU and a great deal of experience with OSU processes and with Banner (FIS, SIS, HRIS, and Data Warehouse). She has been providing staff training and acting as lead for payroll processing at the UABC, and she has been exposed to various grant-related transactions through the business centers, holding a certificate of completion for OPAA grants and contracts training. Welcome to the RO, Heidi!

RETIREMENT ANNOUNCEMENT

For those of you that missed Debbie’s email yesterday…here is the bittersweet news. Congrats to you, Debbie…you will be missed!:

It is with excitement and sadness that I would like to announce that after a long period of contemplation, I have decided to retire effective July 1, 2016. I have truly enjoyed working in the Research Office and getting to know each and every one of you. It is time for me to head out on my next adventure – lots of travels, spending time with family – especially our granddaughter, Grace and I will probably drive my husband crazy by being home all the time Best wishes to everyone and I have let Cindy and Rich know that I am available to help with the transition. You are all wonderful people to work with, THANKS!

EPA NEWSLETTER PIECE FROM CINDY’S TRIP TO THE CORVALLIS WESTERN ECOLOGY DIVISION (WED)

Dr. Cynthia Sagers, Vice President for Research at OSU, and Dr. Craig Marcus (Head of OSU’s Dept. of Envi-ronmental and Molecular Toxicology), visited WED on Tuesday, February 16. The purpose of their visit was to discuss the new NHEERL trainee cooperative agreement which is meant to facilitate pre- and post-doctoral students’ involvement in EPA research. “Craig’s department was one of five nationwide to have won the award,” said WED Quality As-surance Manager Jim Mark-wiese, who is on OSU’s Envi-ronmental and Molecular Toxi-cology faculty. Dr. Sagers visited WED several times over the last decade while an ecologist at the Univer-sity of Arkansas. Much of that collaborative work was with WED/EEB and its gene flow research team. A couple of volunteers from the B308 office are needed to serve on the Emergency Evac team. Lesley and Julie were the contacts and we both are now in B306. Julie/Lesley will continue in B306.It would be nice to have someone from the front of B308 and someone in the back that would scan each office, put an “Evacuated” sign on the door, and take roll after following people out the door in the case of an emergency. 2.15.16- CLASSIFIED STAFF MEETING WITH THE PRESIDENT AND PROVOST. President Ray and Provost Randhawa are scheduled to hold an informal conversational meeting with classified staff of OSU on Monday, 2/15 from 200-300 PM. This type of meeting only happens once a year, and all  classified employees are highly encouraged to attend. 2.26.16- February OSRAA training/outreach session (for business center/staff) will take place on Friday, February 26. The session will be held from 9:30am-10:30am in Room 402 in the Linus Pauling Science Center. We will have capability for a video link for both the Cascades campus and HMSC, but we have not reserved rooms at either of these locations. I appreciate your help in distributing this e-mail message to staff in your units. We will start off the meeting with “what’s new on the website” and then discuss budgeting and expending funds for building/space rental (it’s not always simple!). We’ll also talk about the F&A charges associated with those types of expenses. We also want to leave time for your questions.Since seating will be limited to about 100 campus-wide, I am asking that attendees RSVP to osraa@oregonstate.edu. VICE PROVOST AWARDS FOR EXCELLENCE NOMINATIONS & POSTER SUBMISSIONS SOUGHT

On April 12, beginning at 11:30 a.m. at the CH2M HILL Alumni Center, OSU faculty and staff will be recognized at the University Outreach and Engagement Colloquium for outstanding contributions that significantly advance the university’s mission of outreach and engagement.

VICE PROVOST AWARDS
The Division of University Outreach and Engagement is seeking nominations for the 2016 Vice Provost Awards for Excellence. These annual awards recognize outstanding contributions by faculty and staff that significantly advance the mission of outreach and engagement. Award winners receive $1,000 provided as OSU funds in a services and supplies index and a commemorative plaque. Nominate peers across the university and/or yourself for exceptional outreach and engagement work. Award nominations are submitted online and due February 17. Award categories include:

Service – significant service by an individual to the institution, the profession, or the public
Strategic Impact – significant accomplishments by an individual or team in a program or project relevant to the signature areas of the OSU Strategic Plan
Program Support – Classified staff or professional faculty that have furthered the mission of outreach and engagement by going above and beyond their job expectations

HUMAN LIBRARY FEB. 9-10

Don’t Judge a Book by its Cover. A Human Library functions similarly to a regular library, however the Books are real, human beings, who teach others about themselves and their experiences through interpersonal dialogue, creating opportunities for conversation and learning between two people who may normally not interact. Feb 9 (noon-5 p.m.) and Feb 10 (10 a.m.-3 p.m.) in the Valley Library, 4th Floor Rotunda. Event details.

OSU-RELATED EPISODE OF OREGON FIELD GUIDE- 2/18/16
An episode of Oregon Field Guide will air on PBS Feb 18th featuring Chris Goldfinger’s work in Bull Run Lake. Entitled “Bull Run Seismic Science” the air date: February 18, 2016 at 8.30pm on OPB/ Oregon Field Guide. The story runs around 9 minutes long. The sediment cores were collected by OSU scientific divers!

KITCHEN COMPOST BIN FOR RO?

If this sounds like something you think the RO would benefit from please let Mimi know. We’d need YOUR support as a team to make this work, however! There is a compost bin on the back loading dock.

FACILITIES provides:
1. An outdoor compost cart (which we service once per week)
2. A lidded bucket you use indoors and empty into the outdoor cart (which the department will be responsible for washing and emptying)
3. Instructional sign(s)
RO provides:
1. Help communicating with and engaging your department/building so the bin is utilized (via emailing, signage, presentations, word-of-mouth, etc)
2. A designated person to maintain the indoor bucket (empty about 2 times per week, wash container periodically)
What is accepted: All food waste (including animal products), fibers (napkins, coffee filters, paper towels, pizza boxes, etc), and (labeled as such)compostable serving ware

FOOD DRIVE UPDATE

Oregon State University is gearing up for this year’s annual Governor’s State Employee Food Drive starting Feb. 1. Last year, OSU employee donations made up 16 percent of the total state donations, with a total of 72 agencies participating. The university community donated nearly 500,000 pound-equivalents of food during the 2015 drive. The most effective way to raise money for the food drive is to participate in a payroll direct deposit. As little as $5 a month can be deducted automatically from an employee’s paycheck and the amount is taken out before taxes. We also are collecting canned goods in the front office.

HAILS, FAREWELLS AND CHANGES ON THE HORIZON

In case you missed the announcement in last week’s All Staff, Rich Holdren announced the bittersweet news that he will be retiring as Assoc. VP for Research this summer. No doubt this will not be the last you hear about this…we won’t let Rich go quietly! Additionally, Pat Jones will be joining the Research Office as a contract employee assisting with many of the things Ron Adams was doing in his former role as EAVP for Commercialization. You can read more about Pat here: pljones-bio_1-06-2016. As Cindy discussed in the All Staff, the RO is hoping to recruit two AVPs to fill gaps when Rich departs, as well as the role Ron formerly had. One position focusing on the OCCD/ORD “Strategic” side of the house, the other focusing on OSRAA/ORI “Operational” functions. These proposed AVP positions as well as our current directors and AVPs will continue to have direct reporting lines to the VPR. We will update you as this plan progresses and takes shape. Feel free to reach out to your supervisors with any questions you may  have!

UPCOMING EVENTS

OSRAA training/outreach session in 2016: January 25, 2016, from 1:30-3:00pm, in Snell 106. This session will last 90 minutes and OSRAA staff will not only present the draft document, but also answer questions. Since seating will be limited to about 100 campus-wide,  attendees must RSVP to osraa@oregonstate.edu.

Professional Faculty Leadership Association (PFLA) open house: Tuesday, Feb. 9 anytime between 11:30 a.m. and 1 p.m., Memorial Union, Room 208 to learn from current members about what PFLA has to offer you as a member. Bring your lunch. Drinks and cookies will be provided. If you attend, you will receive a $10 discount on membership for signing up. (Dues are normally $30 annually)
