‘State of the Coast’ conference draws 250 people to Coos Bay

About 250 people attended Oregon Sea Grant’s annual State of the Coast conference, which was held this year in Coos Bay on Oct. 27.

That figure includes 35 speakers, 27 students who explained their research in a poster session, and 14 exhibiting artists, said Jamie Doyle, an Oregon Sea Grant faculty member who helped organize the event. The students came from Oregon State University, the University of Oregon and Oregon Health & Science University.

“There is such a positive energy from participants at State of the Coast,” Doyle said. “They are excited to learn and connect with others around coastal topics.” Doyle added that she sees enthusiasm for the Oregon coast, the marine environment and coastal communities as a key piece of the future. “We are thrilled to provide a space that can help to cultivate this passion.”

Sam Kean, author of The New York Times bestseller The Disappearing Spoon and three other popular science books, gave the keynote address.

Former OSU student helps Portland brewery win pollution prevention award

Portland’s Widmer Brothers Brewing has won a national award for pollution prevention, thanks in part to an intern who was an engineering student at Oregon State University at the time.

Alan Haynes, a summer 2017 intern with Oregon Sea Grant’s Oregon Applied Sustainability Experience program, helped the craft brewery win the 2018 Most Valuable Pollution Prevention Project award from the National Pollution Prevention Roundtable.

Haynes graduated from OSU’s School of Chemical, Biological and Environmental Engineering in 2018.

“The work kicked off by the pollution prevention internship led to significant, measurable impacts on the brewery and as a result, cleaner wastewater is being discharged,” said Julia Person, Widmer Brothers Brewing’s sustainability manager.

She said that Haynes and the brewery team explored ways to reduce biological oxygen demand (BOD) and total suspended solids (TSS), regulated wastewater pollutants. BOD and TSS in breweries result from excess yeast, grain or hops that find their way to the drain. The goal was to find methods that saved on extra-strength sewer charges resulting from the BOD and TSS in the brewery’s wastewater discharge.

“Everyone across the brewery was engaged to help identify areas of waste and improvement opportunities,” Person said. “Alan identified the appropriate technology to implement the solutions and ran the numbers on the return on investment for each.”

“My main focus,” Haynes said, “was to ensure that there was a strong financial argument for implementation, which included researching available technologies and building tools to help model the impact on wastewater charges if they were installed.”

The project resulted in changes in equipment and processes that helped reduce Widmer’s annual biological oxygen demand by 11 percent (10,000 pounds) and total suspended solid waste by 60 percent (6,000 pounds), Person said. The improvements will save the brewery more than $150,000 a year, she said.

The addition of a pump to divert high-TSS liquids from spent grain was the main contributor to the savings. Other innovations resulting from the project include testing at key process points such as tank cleaning, yeast harvesting and kegging, and preventing overflow of a waste yeast capture system. This waste yeast is now hauled to regional dairy farms and used in feed.

Haynes, who is seeking employment in the Portland metro area, said that because he had little background in wastewater processes, it was a challenge to get up to speed on brewery terminology and chemistry while working to identify promising areas to focus on. But the challenge was tempered by Widmer’s “extremely welcoming and friendly” work environment and helpful brewers and engineers, he said. “They made a point of ensuring I was treated as a valuable member of the team and not just another intern.”

The internship program that Haynes took part in is a partnership with Oregon Sea Grant and Oregon’s Department of Environmental Quality (DEQ). Funded by the Environmental Protection Agency and launched in 2017, it provides paid 10-week summer internships. Undergraduate and graduate students in Oregon are matched with businesses in the state to help them reduce toxic chemicals, energy, water use and waste.

The first cohort interned at five companies. If those businesses were to implement the interns’ recommendations, they could annually save nearly $900,000, reduce water use by 60 million gallons, and decrease solid or hazardous materials by 8.5 tons, according to DEQ’s website.

Information on how to apply to be an intern next summer will be announced in early 2019.

New publication explains how coastal “transient lodging taxes” are collected and used

A new publication from Oregon Sea Grant, “Transient Lodging Taxes on the Oregon Coast,” provides information about such taxes. The document is intended for operators of hotels, restaurants, and tours, as well as resource managers, county commissioners, city councils, chambers of commerce, visitor centers and elected officials.

Transient lodging taxes are one form of local revenue generated through the tourism industry that can be used to invest in related community-development efforts and promote quality management and further growth in the tourism sector in communities large and small.

The publication was written by Oregon Sea Grant Extension Coastal Tourism Specialist Miles Phillips, and co-written by Graduate Research Assistant Courtney Flathers. It’s the second in a series of three planned publications on coastal tourism; the first was “Agritourism in Oregon’s Coastal Counties: Land Use Policy and Permitting Requirements,” and the third will be about coastal tourism’s economic impacts and wages.

Oregon Sea Grant director provides update on budget challenge

An open letter from Shelby Walker, director of Oregon Sea Grant, addresses the White House’s proposed elimination of Sea Grant and what it might mean for Oregonians and people in 30 other coastal and Great Lakes states around the country. “Oregon Sea Grant has been a key partner with Oregonians in working towards solutions for complex coastal and ocean issues, including fisheries, hazards, and energy, for over 45 years through research, extension, education, and communication. Nationwide, the Sea Grant program works in 31 states, including Oregon, and two territories to create or sustain more than 20,000 jobs and 2,900 businesses annually. In 2015, the national program’s $67.3 million budget generated an economic impact of $575 million, which was an 854 percent return on investment.”

A summer opportunity – Oregon South Coast Tourism

Oregon Sea Grant and the Wild Rivers Coast Alliance (WRCA) are offering an epic summer outreach experience. One upper-level undergraduate or graduate level student will experience the beauty of the south coast and help develop WRCA coastal tourism programs and initiatives to vitalize south coast communities. This hands-on experience features mentorship by a career professional, student housing in Bandon, Oregon, if needed, and a summer stipend. The fellowship dates are flexible -between June and September- and will span about ten weeks.

New publication offers insights from a NOAA-Sea Grant project

A new publication from Oregon Sea Grant, Climate Field Notes, distills the results of a multi-year, multi-state SARP-Report-coverproject funded by the NOAA Climate Program Office Sectoral Applications Research Program (SARP).

Oregon Sea Grant led this project, which used a risk-communication framework to help coastal communities respond to the effects of a changing climate. Climate Field Notes documents the results of projects in eight states, including Oregon, Washington, Minnesota, Maine, Maryland, North Carolina, South Carolina, and Florida.

The report includes discussion of social science methodologies, definitions and usefulness of resilience, the roles of leadership and boundary organizations, user-centered communication approaches, and lessons learned from practitioners in the field.

Primary authors of the report are Joe Cone, Pat Corcoran, Miriah Russo Kelly, and Kirsten Winters.

Sea Grant researchers create model for analyzing invasive species threats

CORVALLIS, Ore. – A team at Oregon State University has developed a statistical model that aims to predict which non-native species might become invaders – and arm resource managers to prevent their spread.

Led by economist Munisamy Gopinath and funded by Oregon Sea Grant, the project includes two essential elements for identifying invasive species: how they travel to non-native locations, and whether they could survive and thrive in the new environment. The model also calculates the economic impacts involved in managing the invasive species.

The model is a large, but simple equation. Species that invade waterways often “hitchhike” via recreational travel. Information on where, how, and why people travel to water bodies, along with environmental factors such as temperature, precipitation and elevation, are entered into the equation. The result is a “risk of introduction” that allows resource managers and policy makers to identify species that pose a threat of invasion.

“Not all species are invasive,” said Gopinath, a professor in the OSU College of Agricultural Sciences and director of OSU’s graduate program in applied economics. Only transplanted species with specific characteristics that match with specific habitats will thrive, cause harm to the environment, economy and human health – and earn the “invasive” moniker.

“They may not sound like a big deal,” Gopinath said, “but all you have to look at is the quagga and zebra mussels’ invasion,” which caused serious ecological and economic damage to the Great Lakes region and recently began turning up in Western states, much to the alarm of resource managers. “Their invasion in the late 1980s was without fanfare. When these mussels quickly colonized, native mussels lost out, and in addition, water infrastructure became contaminated causing billions of dollars in damages.”

With the information the model provides, policy makers and resource managers could focus resources, along with education and outreach, to specific species and locations before invasive species are introduced, or take hold on a system.

Port Orford launches national tour of Ocean Frontiers film

PORT ORFORD  – Ocean Frontiers, a new feature-length film about ocean management and conservation, will launch its national tour in Port Orford,  which stars in the film as an example of how science and fishing can work together to manage marine resources.

The debut screening starts at 5 pm Saturday, Feb. 11 at the Savoy Theatre in downtown Port Orford. followed by a reception in the nearby Community Building, with Oregon Governor John Kitzhaber,  First Lady Cylvia Hayes, representatives of state and local government and members of the Port Orford Ocean Resource Team (POORT) expected to attend. A second screening is scheduled for  4 p.m. Sunday.

The film will also be shown at the Performing Arts Center in Newport at 7 pm Feb. 22.

Port Orford is one of several US coastal communities featured in the 80-minute film, which tracks the evolution of marine resource management from a “maximum allowable catch” approach to a growing recognition that resources are finite, and need to be managed for the future as well as the present. The film explores the shift toward  ecosystem-based management and marine spatial planning tools that rely on science, and an informed and engaged public. Communities from the Pacific Northwest to Boston Harbor, the Florida Keys, the Gulf of Mexico and even the cornfields of Iowa are featured.

POORT figures prominently in the film as an example of how resource users,  scientists, conservationists and others can work together to help understand, protect and manage ocean areas for the benefit of the resource – and the people who depend on it. Ongoing collaboration between fishermen and scientists in the south coast community was a strong factor in the state’s decision to establish one of Oregon’s first marine reserves at Redfish Rocks, just off  Port Orford.

Oregon Sea Grant has supported the community-based effort since its early days, helping bring fishermen and scientists together and providing information and assistance as the group grew and evolved. Sea Grant helped the community design and conduct surveys and interviews that let the town  build its first  long-form community profile to give resource managers greater insight into how fisheries reach deep into the community’s social and economic life. The format and interview has since been applied to other Oregon coastal towns, and is proving to be a model for communities  elsewhere in the US.
