{"id":1415,"date":"2026-01-26T18:29:18","date_gmt":"2026-01-27T02:29:18","guid":{"rendered":"https:\/\/blogs.oregonstate.edu\/mgcoordinators\/?p=1415"},"modified":"2026-06-16T15:56:58","modified_gmt":"2026-06-16T22:56:58","slug":"updated-guidance-and-required-steps-for-master-gardener-volunteer-plant-sales","status":"publish","type":"post","link":"https:\/\/blogs.oregonstate.edu\/mgcoordinators\/2026\/01\/26\/updated-guidance-and-required-steps-for-master-gardener-volunteer-plant-sales\/","title":{"rendered":"Updated guidance and required steps for Master Gardener volunteer plant sales\u00a0"},"content":{"rendered":"\n<p>OSU Extension has completed a review and update of guidance related to plant propagation and plant sales, with a focus on reducing the spread of invasive pests and protecting Oregon\u2019s gardens and natural areas.&nbsp;<\/p>\n\n\n\n<p>This guidance reflects collaboration among OSU Extension faculty, the Oregon Department of Agriculture (ODA) and Master Gardener volunteers. <a href=\"https:\/\/extension.oregonstate.edu\/catalog\/em-9883-safe-plant-propagation-plant-sales\">This peer reviewed publication is available on the OSU Extension website. <\/a><\/p>\n\n\n\n<p>While this guidance was developed in response to questions related to Master Gardener plant sales, it applies to <strong>all plant propagation and plant sales conducted under the Master Gardener name<\/strong>.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Required actions for Master Gardener volunteer plant sales&nbsp;<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><mark class=\"has-inline-color has-vivid-red-color\">Apply for a temporary nursery license (required)<br><\/mark><\/strong>All Master Gardener\u2013sponsored plant sales in Oregon must have a <strong>temporary nursery license<\/strong> from the Oregon Department of Agriculture.&nbsp;\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.oregon.gov\/oda\/nursery-christmas-tree\/pages\/nursery-licensing.aspx\">Apply for a nursery license<\/a> (scroll down to &#8220;Temporary Nursery License&#8221; for the application form).<\/li>\n\n\n\n<li>The license helps ODA track plant movement in quarantine areas and prevent the spread of invasive pests. <br><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><mark class=\"has-inline-color has-vivid-red-color\">Use only clean plant material<\/mark><\/strong><\/li>\n\n\n\n<li>Do <strong>not<\/strong> propagate or sell plants dug from home gardens or landscapes (including \u201cdig and divide\u201d plants).<\/li>\n\n\n\n<li>Propagate only from:\n<ul class=\"wp-block-list\">\n<li>Commercially grown starts, plants, bulbs, or tubers<\/li>\n\n\n\n<li>Seed<\/li>\n\n\n\n<li>Cuttings taken from healthy plants that are grown in sterile media<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Washing or dipping roots, tubers, or bulbs is <strong>not<\/strong> an acceptable way to remove soil or pests or to treat diseases.<br><\/li>\n\n\n\n<li><strong><mark class=\"has-inline-color has-vivid-red-color\">Use clean containers, tools and growing spaces<\/mark><\/strong><\/li>\n\n\n\n<li>Use new or sanitized pots, trays and containers.<\/li>\n\n\n\n<li>Use commercial or sterilized potting media.<\/li>\n\n\n\n<li>Clean and sanitize tools, benches and work areas.<\/li>\n\n\n\n<li>Follow the product\u2019s label directions and safety guidance when using sanitizers.<br><\/li>\n\n\n\n<li><strong><mark class=\"has-inline-color has-vivid-red-color\">Inspect plants before sale<\/mark><\/strong><\/li>\n\n\n\n<li>Carefully inspect all plants prior to sale.<\/li>\n\n\n\n<li>Remove and discard any plants showing signs of disease, insect damage or infestation.<\/li>\n\n\n\n<li>For help with diagnosis, use:\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/solvepestproblems.oregonstate.edu\/\">Solve Pest Problems<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/pnwhandbooks.org\/\">Pacific Northwest Pest Management Handbooks<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/extension.oregonstate.edu\/find-us\">Your local OSU Extension office<\/a><br><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong><mark class=\"has-inline-color has-vivid-red-color\">Properly identify and label all plants<\/mark><\/strong><\/li>\n\n\n\n<li>Confirm plant identity before sale.<\/li>\n\n\n\n<li>Cross-check plants against Oregon noxious weed lists such as <a href=\"https:\/\/www.oregon.gov\/oda\/weeds\/oregon-noxious-weeds\/pages\/default.aspx\">Oregon Noxious Weed Profiles. <\/a><\/li>\n\n\n\n<li>Label each plant with:\n<ul class=\"wp-block-list\">\n<li>Scientific name<\/li>\n\n\n\n<li>Common name<\/li>\n\n\n\n<li>Cultivar, if known<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Remove volunteer seedlings from containers before sale.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Why this matters<\/h2>\n\n\n\n<p>Moving plants and soil is one of the most common ways invasive pests spread.
