By mid-May summer flowers like dahlias can also be planted.&nbsp;<\/p>\n\n\n\n<p>In addition, this is the time of year to fertilize many plants and pest monitoring\/management needs to be taken seriously to get the upper hand. Per OSU\u2019s advice: <em>Practice preventive pest management rather than reactive pest control.
