Tsunami Preparedness Week – Are You Prepared?

Pat Corcoran visits Japan to see aftermath of tsunami, 2012It’s Tsunami Preparedness Week, and Pat Corcoran wants to make sure people who live on -and visit – the seismically active coast know what to do when the big wave hits.

Corcoran, Oregon Sea Grant’s coastal hazards specialist, is featured this week on the NOAA Sea Grant home page, and says the single most important thing to know about tsunamis is that they can happen unexpectedly. “Whenever visiting the ocean shore, be prepared to move to high ground if you experience an earthquake,” says Corcoran. “Also important to know, is the earthquake and tsunami experience is different depending on where you are in the world. In the Pacific Northwest of the USA, our natural warning for a big tsunami is a big earthquake.” Elsewhere in the world, people may not even feel the ground shake.

Corcoran has spent more than a decade educating and working with coastal residents and communities to help them prepare for coastal hazards, from storms to the inevitability that a large earthquake – likely with an accompanying tsunami – will strike the region in the not-too-distant future. The challenge, he says, is getting people to understand that they need to prepare now for an event that has never happened in their lifetimes, or perhaps those of their parents or grandparents.

Sea Grant survey: Coastal professionals, managers concerned about climate change

High surf at Fishing RockThe American public may be divided over whether climate is changing, but coastal managers and elected officials in nine states say they see the change happening—and believe their communities will need to adapt.

That’s one finding from a NOAA Sea Grant research project, led by Oregon Sea Grant and involving multiple other Sea Grant programs, which surveyed coastal leaders in selected parts of the nation’s Atlantic, Pacific, Gulf and Great Lakes coasts, as well as Hawaii.

Three quarters of coastal professionals surveyed – and 70% of all participants – said they believe that the climate in their area is changing—a marked contrast to results of some national surveys of the broader American public which have found diverse and even polarized views about climate change and global warming.

The Sea Grant survey was developed to understand what coastal/resource professionals and elected officials think about climate change, where their communities stand in planning for climate adaptation and what kinds of information they need, said project leader Joe Cone, assistant director of Oregon Sea Grant.  Sea Grant programs in Connecticut, Hawaii, Illinois-Indiana, Louisiana, Maryland, Minnesota, Oregon, and Washington—states that represent most of NOAA’s coastal regions—took part, administering the survey at various times between January 2012 and November 2013.

NOAA: Commercial fishing catch, value up from last year

Tuna on sale at Newport's commercial fishing dockU.S. commercial fishermen landed 9.6 billion pounds of fish and shellfish in 2012, valued at $5.1 billion, according to Fisheries of the United States 2012, an annual report released by NOAA today.

The value and pounds of fish and shellfish caught remain higher than the average for the previous ten years of 9.2 billion pounds and $4.1 billion, although this represents a small decrease from the high level of landings and value in 2011.

“Healthy, sustainable fish and shellfish stocks are incredibly important to our nation’s social and economic fabric,” said Sam Rauch, acting NOAA assistant administrator for NOAA Fisheries. “The high landings and value of seafood in 2012 support the three-decade long effort that has gone into ending overfishing in the U.S. Thanks to our partners, the regional fishery management councils and especially U.S. fishermen, we now have some of the most responsibly managed, sustainable fisheries in the world.”

Jane Lubchenco reflects on her term as NOAA chief

Jane LubchencoNEWPORT – Oregon State University scientist Jane Lubchenco will look back on her four years at the helm of the National Oceanic and Atmospheric Administration (NOAA) for this Thursday’s edition of the weekly Hatfield Marine Science Center Seminar, starting at 3:30 pm in the HMSC Visitor Center auditorium.

Dr. Lubchenco will draw on her term as NOAA Administrator for the talk, “Science Serving Society: Reflections on My Four Years in D.C.” She plans to share tales and reflections about her experiences with the federal agency in charge of weather forecasts and warnings, climate records and outlooks, nautical charts, stewardship of oceans and fisheries management in US waters, and the research, satellites and education that support those activities. The talk with draw on examples dealing with scientific integrity, the Deepwater Horizon disaster, weather forecasts and warnings, satellites, fisheries and climate change.

The talk is free and open to the public, and will be preceded by refreshments in the HMSC Staff Lounge starting at 3 pm. (No food or drink is allowed in the auditorium)

New publication discusses effective stakeholder engagement in marine planning

A new publication from Oregon Sea Grant, Knowledge, Capacity, and Needs for Effective Stakeholder Engagement in Marine Planning, examines the key findings from a study of marine spatial planning efforts on the west coast.

In response to the many existing and emerging demands on coastal and ocean resources, President Obama established by Executive Order the National Ocean Policy (NOP) in 2010, identifying marine spatial planning (MSP) as a mechanism to reduce conflicts and improve management. On the west coast, the National Oceanic and Atmospheric Administration (NOAA) was designated as a federal co-lead for implementation. NOAA’s Western Regional Collaboration Team (NOAA West), a cross-cutting line office team, and the west coast Sea Grant programs initiated assessment of NOAA’s knowledge, capacity, and needs related to MSP through focus groups and a survey.

This 39-page publication reveals the results of this study and makes recommendations for improvements in the MSP process. You can download a PDF of the publication free of charge here.

New publication offers insights from a NOAA-Sea Grant project

A new publication from Oregon Sea Grant, Climate Field Notes, distills the results of a multi-year, multi-state SARP-Report-coverproject funded by the NOAA Climate Program Office Sectoral Applications Research Program (SARP).

Oregon Sea Grant led this project, which used a risk-communication framework to help coastal communities respond to the effects of a changing climate. Climate Field Notes documents the results of projects in eight states, including Oregon, Washington, Minnesota, Maine, Maryland, North Carolina, South Carolina, and Florida.

The report includes discussion of social science methodologies, definitions and usefulness of resilience, the roles of leadership and boundary organizations, user-centered communication approaches, and lessons learned from practitioners in the field.

Primary authors of the report are Joe Cone, Pat Corcoran, Miriah Russo Kelly, and Kirsten Winters.

Project C.R.A.B.: Fishermen, scientists, work together for sustainable fishery

Noelle Yochum confers with crabbersNOAA Fisheries highlights graduate researcher Noelle Yochum and her work with Oregon’s Dungeness crab fleet on bycatch reduction and crab mortality:

For popular seafood menu items like Dungeness crab, there’s good reason to make sure that there is a healthy supply to meet demand. That’s just what the Oregon C.R.A.B. Project is meant to do. This budding research partnership is looking for ways to improve the long-term sustainability of the state’s crab fishery while building relationships with the fishing industry and local community.

C.R.A.B., which stands for Collaborative Research to Assess Bycatch, is funded by NOAA Fisheries’ Bycatch Reduction Engineering Program and the Oregon Dungeness Crab Commission. Researcher Noelle Yochum from Oregon State University is collaborating with local commercial and recreational fishermen to tag female and small male crabs that are caught and thrown back because, by Oregon law, they cannot be sold. Through this research, Noelle hopes to capture estimates of survival rates for these crabs along with an understanding of potential ways to increase survival.

The crab bycatch collaboration is one of many outcomes of a long-term Oregon Sea Grant effort, led by coastal Extension Sea Grant specialists,  to bring the fishing fleet and scientists together for mutual understanding and benefit.
